The Downtown Detention Center, as the new jail was called, had been under construction for more than three years. Once open, it would house every arrestee in Nashville. The facility reflected changing attitudes toward criminal justice in Nashville, which in recent decades has become a tourism and business destination and a progressive bastion in a state sometimes called “the buckle of the Bible Belt.”
