Hall’s ideas about incarceration changed. A jail didn’t have to be the worst place in town. “Jails are supposed to be a microcosm of your community,” he said, like a school or a church. If run properly, jails could even be a way to give people failed by those other institutions a new start. Hall learned that his job required, as much as anything, the capacity to forgive.
